I believe simplifying the legislation and revising the rules governing reviews are the most pressing issues in the area of public procurement right now, says Anna Ulfsdotter Forssell, one of the highest ranked lawyers within this field.
As the government's special investigator, Anna Ulfsdotter Forssell and her team will have a number of questions to consider. These include fees for public procurement reviews and whether the losing party in a review proceeding should be obliged to pay the other party's litigation costs. The terms of reference further include an examination of the provisions governing contracts with a value below the EU public procurement thresholds and of measures that could potentially be taken to reduce the number of reviews.
The inquiry will deliver its report on June 15, 2018. Anna Ulfsdotter Forssell will also continue to work as a lawyer and to lead Delphi's EU, competition and public procurement law group.
